Government Integration Program Offers Support
All individuals who surrendered remain in custody of their corresponding police units for standard documentation and evaluation procedures. The PNP currently assesses their potential participation in the Government’s Enhanced Comprehensive Local Integration Program (E-CLIP).
The Enhanced Comprehensive Local Integration Program functions as a support system enabling former insurgents’ successful reintegration into peaceful civilian existence. This program delivers various assistance mechanisms helping individuals transition from armed conflict toward rejoining communities as productive, law-abiding members of society.
PNP officials explain that documentation and evaluation processes determine individual program eligibility through multiple criteria including former organizational roles within communist groups, demonstrated cooperation with law enforcement, and genuine commitment to peaceful community reintegration.
Transformation Framework Demonstrates Effectiveness
These successful voluntary surrender operations exemplify implementation of the PNP Focused Agenda, characterized as a comprehensive transformation framework intended to enhance police service responsiveness and community-centered approaches. The framework prioritizes active community engagement and improved management of law enforcement operations.
This initiative specifically reinforces programs encouraging former insurgents to pursue peaceful alternatives through coordinated collaboration between multiple PNP units and local government agencies operating throughout Eastern Visayas.
National Leadership Welcomes Peaceful Returns
PNP Chief Police General Jose Melencio C. Nartatez Jr. stressed the organization’s ongoing commitment to welcoming former rebels who choose lawful reintegration. “We continue to welcome those who choose to return to the fold of the law, as each surrender is a step toward lasting peace and stability in our communities,” he declared.
Addressing the public in Filipino, Nartatez stated, “Ang bawat pagbabalik-loob ay hakbang tungo sa mas mapayapang kinabukasan. Hinihikayat namin ang iba pa na talikuran ang karahasan at piliin ang kapayapaan.” (Each return is a step toward a more peaceful future. We encourage others to abandon violence and choose peace.)
Presidential Support Guides Operations
Eastern Visayas peace and security operations continue under President Ferdinand R. Marcos Jr.’s directive as components of comprehensive national security initiatives addressing communist insurgency throughout the Philippine archipelago.
Regional law enforcement units maintain active coordination with military personnel and local government officials to develop integrated strategies encouraging voluntary surrenders while sustaining security in previously conflict-affected regions.
Demonstrating public service commitment, the PNP maintains its pledge of “Bagong PNP para sa Bagong Pilipinas: Serbisyong mabilis, tapat, at nararamdaman” (New PNP for the New Philippines: Service that is fast, honest, and felt).
This productive three-day operation illustrates sustained advancement in government initiatives to resolve the multi-decade communist insurgency through integrated security operations and comprehensive reintegration programs providing peaceful alternatives to armed resistance.
